Refusal letter

Letters of refusement
Refusal letter is an official document which declares that GOST R certification of the products is not mandatory. You can inquire INCOR about the necessity of certification for a certain product.

There are two kinds of refusal letters:
  • used in customs;
  • used in commerce.

The former are issued by state authorities: IVNIIS, VNIIMASH, etc. The latter can be obtained in certification bodies accredited in Rostechregulirovanie (former GOSSTANDART) by way of a common procedure.

The refusal letter used in customs must include a reference to the way-bill, invoice, or contract accompanying the shipped goods

Director/President/CEO of the company who applies for a refusal letter usually is the addressee of the refusal letter.

In addition, there is a list of special cases determined by Rostechregulirovanie, when GOST R certification is not obligatory for the goods moved through customs into Russian Federation:

  • Used/pre-owned products.
  • Spare parts for already imported products.
  • Samples and probes for laboratory testing and certification.
  • Non commercial products imported by individuals.
  • Products for use by official representatives of foreign states, international and intergovernmental organizations and their staff.

Time of issuing is 1 to 3 days.
